Taiwan in talks with Germany over four subs: report

Taiwan is considering purchasing four German-built submarines that had been rejected by the Greek Navy, a report said Wednesday. The Dalai Lama on Wednesday reached out to China, saluting a Beijing-based novelist who has defied China by seeking reconciliation with the exiled Tibetan spiritual leader.
