Lax US rules let Chinese evade Iran sanctions: study

Chinese companies blacklisted in the United States for selling military equipment to Iran have been skirting sanctions due to weak enforcement, researchers said Monday. State-owned Agricultural Bank of China plans to raise up to 150 billion yuan (22 billion dollars) through initial public offerings in Shanghai and Hong Kong, state media reported Tuesday. China Citic Bank said Thursday it plans to issue 25 billion yuan (3.66 billion dollars) in subordinate and hybrid bonds in 2010 to beef up its capital base.
